If you have a shape-file with the view of the buildings, how can you assign for each building the number of existing stories, apartments and the name of the respective owners in the related spatial database

What is the common field you are using to link between the two tables?
In all cases if you have the bulding shapefile, and you want to integrate it with the descrptive information stored in the relational database,
you need to have a common field which you can use to make table joins

you can give each building an ID, and the apartments in each building should have the same ID of the building, then use the ID field as a common field to link the two tables (the source table with the destination table)
